I believe they are the work of POLYWEN (http://www.flickr.com/photos/artpoly) and were entries in Lego's "September Mini-Build Design Contest". I blogged about the jaunty little pirate figure last month on The Living Brick. They're not strictly miniland, but IMHO an improvement on miniland!
